Questioning NOC...

I would to comment about the reason/s why some employers don't want to give NOC eventhough you had successfully finish the contract... Yes I believe that it is on their disgression to give or not to give the said letter but considering that you had finish the contract and you had done your work accordingly so I think we are entitle to have that... but how???

please advise..
