no need to add it on your estimara (for 15% shade) for darker shade i think you need to apply for it.
If you are going to stay in this country for a long period means, go to Traffic department (Marroor)pay 20 riyals and ask for permission for tint film,even if your istimara due after some time no problem, once you pay the fee, you are allowed to have tint film on your car, then go to Titanium, they have 4 branches (Salwa road, Airport road, Garafa market, Al-Shafi)get film installed.

so, what's the big deal without tint???maybe you want to hide something that's why your eager to have your car tinted...it is not allowed in Qatar unless you have permit from the TD...good luck....
If you mean getting istemara and apply for tint film at same time..i think it is not allowed by traffic department.
If you have your car on the road without the tint film facility there is no problem.
