transfer prob

A government company gave me a job offer and passed all the necessary requirements. My previous sponsor gave me NOC and release the problem is they sort of have a dispute with labor department and banned them from allowing employees to transfer ( i think its just temporary).The company is still ongoing its operations its jsut that they have this prob. Is there any way I ca solve this? any person to consult to?
