VISA on Arrival for Dubai

I had received information that the E-VISA system for UAE had been withdrawn and the VISA issuance has gone back to the older process where you receive VISA on arrival (provided you have a certain designation). Can anybody please advice whether this roll back applies to all forms of transport (both by air and Road). i intend to travel to Dubai by road next month and had already applied for the Sauidi Transit VISA.
