VISA FOR UAE

I have applied for UAE visa through online website. I was asked to re-upload the documents even though I had uploaded all documents. It has been 4 days since I have been re-uploading the documents every hour but the application returns. Please also note that I have been calling on all possible numbers but no one takes the call. I cant apply through a travel agent, he is of the view that an entry is already there in the system. Emirates is of the view that visa is a must since i have already applied through website. Has anyone faced similar type of problem. Can i get on arrival visa.

I guess on arrival visa is still open till Oct, 2015. So, you can get it.
