Hi - its nothing that lives in Qatar - probably migrating through and ran out of energy from heat exhaustion.

Give it lots of water and some basic bird seed from Carrefour or a pet shop, and it should get its strength back to release after a day or two.

Unless it is very tame and comfortable around people in which case it is an escaped pet - take it to a Vet who can re-home it for you.

Don't feed it bread or anything that will swell up when mixed with water in its stomach - easy to kill it this way.

Good luck.

You could check this guy's galleries, he has extensive shots of different birds here in Qatar: http://www.pbase.com/luckyjon/birds_of_qatar

Or failing that try posting him a message, I bet he could tell you.
