What does an architect charge?

Do any of you know what an architect would charge for doing the drawings of a house and helping to get the permits etc? Do any of you know of a clever architect?
I really am curious as we just got an "offe" from one which seems to me that his drawings are made of gold....
I Know what it takes for an architect here, the same as what a doctor or an other professional has to go thru. That is not the question. I am just shocked that this architct is asking a lot more than what we paid for a whole building with 58 flats....

so far, in order to get the right to an architect signature here in Qatar, you have to be in some standard of experience, then you take an examination, and if you pass you can be a registered architect here in Qatar (other than your registry in your own contry, which you cannot use it here)...
Now finding a 'clever' architect is a different issue...
