The answer is

Costliest:
In Turkey, the prices of petrol are the highest in the world. Petrol costs a whopping $2.68

Cheapest:

In Venezuela (Caracas) petrol costs the least in the world. It is priced at $0.05

The country subsidises fuel prices for its citizens from the money it makes from selling crude oil to other nations. Venezuela is a major oil-producing nation.

Either way Turkey/Norway seem to be well in the lead. It's a far cry from what you pay in Qatar.

Petrol in the UK iS $2.45 a litre and in Norway its nearly $3.20 a litre....Norway wins

Sorry that's out of date for Turkey (it increases daily)

As of two days since 4star was $2.88 a litre

Diesel (standard) was $2.6715
