Any legal formalities to start a freelance web development business?
Since I am technically capable(Software Engineer) of developing static and dynamic web pages using HTML,java,.net, PHP etc, I am thinking of putting advertisements in news papers to get some web development business so that I can do it by myself and/or with my friends. Is there any legal formalities to be completed for doing that?

I think "freelancing" is a grey area in Qatar. You need a sponsor to get an RP and work permit. But I know that many people who are in Qatar anyways (e.g. because their spouse works here) do work as freelancers. As long as you keep a low profile, nobody may bother you but authorities are becoming aware of this matter and you may get into trouble if you publicly advertise your services. Good luck!
I don't think its illegal, I see ads like web designing in arabic news paper all the time!
It would be illegal. You would need to find a sponsor to register a company (rent an office, pay the fees, ..., transfer your sponsorship, ...etc.).
