how to get your own website for business purpose

I want to build my own website for business reason,however I don't know what is the requirement and I don't want to get the intervention of professional as it will involve alot of expenses.I need to get opinion first and choose the best solution which will fit with my budet.
I want to have a small team working for fun and enjoying the smart business as a second job,no stress,no charges!!
Any idea!!what is the regulation here in Qatar?

For you to operate the business thru (involving money transactions) your webpage you might need a commercial registration, bank account etc. for that you might need a local sponsor. To start a website just register your domain, get some web space, if you want to register with ".com.qa" or get web space in with qtel visit http://www.qatardatacenter.com/ i don't know their charges, but surely it will be high than most of US servers. Many hosting companies provide free applications to make your websites, but surely less quality than professional ones.

it seems that a freelancer cost about 20 000QR,I don't know how much a programmer will get.

As well,it needs as well a license to use the website for business purpose and to get the license you will need a qatari partner?if I am wrong correct me!!
