There is always showing a message on my personnal PC, There is an IP address conflict with another system on the network.I am very much concerned that might be computer is hacked. Can anybody suggest the remedial measures. Thanks.
If you are using an office network, definitely there is somebody using same ur ip address. Try to change the last 2 digit of ip numbers as somebody suggest here. Hope this will solve your problem. If no, contact the person who responsible for your office network.
You cannot format a PC. You can only format data storage devices. But you might check the properties of your connection. Either enter an IP, or let the operating system assign one automatically. In your case I would choose the second option.

Follow below mentioned commands…
1. In command prompt type: Ping -a IP ADDRESS (By this you will find the name of the PC from which IP address is conflicting)
2. Note: If your network has DHCP enabled so check with your network engineer to trace out IP Address assign to which PC.
3. As mentioned above by aikon type following command.
Go to dos prompt (Command Prompt)
ipconfig /release
ipconfig /renew
go to dos prompt ( cmd )
ipconfig /release
ipconfig /renew
ipconfig /release
ipconfig /renew
