Problems while sending emails using Outlook Express

Emails send via Microsoft Outlook get stuck in Outbox for long time before they are actually being delivered to the addressee. There is no issue with receiving emails in outlook. All other internet services works fine.

Just wanted to check whether this is a q-tel adsl smtp port issue.
