Cost depends on the disk. You can buy a 320GB 2.5 inch disk in the form of an external USB drive from Carrefour for about QAR300. Open it up and take the disk out and fit it into your laptop (assuming your laptop is SATA).

You can also try PC One on Salwa road if you want to pay extra.
There are shops in the computer souk who will do everything for you. Take your laptop there and ask around.
Its possible that the data can be recovered off the old disk and copied onto the new one followed by a filesystem repair.
