where can i change my ipad2 wifi?

i bought my ipad2 with wifi 32gig here last july 2011.. then i had vacation in the philippines.. i realized i want ipad2 with wifi + 3g..hmmm where can i change it? or anybody wants to trade his ipad2 3G here? i dont mind if its 16gig only.. i just needed ipad2 with 3G please.. :))
