Where and how can I learn about web or graphic designing? Is there any short courses offering like this?

I was always getting bored here in the office, so I wanna learn something that is useful and can utilize my time since I love net surfing and I have search nice websites that so artistic and I wanna learn like that so anyone can suggest me? Please help!!!

thanks for that infos guys but I think there is a short course here in Doha that offers graphic designing...
