Wireless Antenna dbm

I just want to ask all of you, if there is a law here in qatar that limits the frequency that a wireless device can output?? like FCC in the US i mean... In Us they can't exceed the transmitting power of a device

Example:

-Maximum transmitter output power, fed into the antenna, is 30 dBm (1 watt).

-Maximum Effective Isotropic Radiated Power (EIRP) is 36 dBm (4 watt)

I'm asking these because i live far away in the city and want to connect to a 1km to 2km wifi hotspots, i don't know if they have rules about this but just to be sure. =))
