is it true iphone 4 /4s can be factory unlocked in markets shops?

Hi,Is it true iphone 4/4s can be factoru unlocked by mobile shops in al saad or najada souq?
Yesterday i had visited some shops people told,they need 500 to make factory unlock and also need 15days to get software?
Is there anyone make factory inlocked?

S IT IS NEWS GOING AROUND.. THERE WILL BE UNLCOKING SOFTWARE OR I DO NOT KNOW SOMETHING WILL BE AVAILABE SOON, TO UNLOCK IPHONES BOT FROM USA OR LOCKED I PHONES. I DO NOT KNOW WHO IS GOING TO RELEASE THIS SOFTWARE APPLE ITSELF OR DEV TEAM ?

BUT NOW VERSION 5.1.1 WITH BB 4.12.01 CANNOT BE UNLOCKED. I AM USING MY IPHONE TO MAKE VOIP CALLS, I DO NOT KNOW WHAT WILL BE THE FATE OF THESE PHONES.....
