Can't Return for Two Years?

A friend of mine is ending her contract here and moving back to the States. She did have her residency here. She was recently told that after being a resident, she can't get a tourist visa to visit for two years. Is that true?

she needs to get an NOC from her employer. If she has been a good employee and they aren't worried about her coming back and working for a competitor, that shouldn't be a problem. She should just ask them if she can have one.
