Water wasted !

Hi,

If I remember correctly, recently there was a news/law that buildings and people wasting water or electricity wll be fined. How does municipalty track this? Is there any number we can call?

Where I stay we have 2 old buildings whose tanks always overflows and fill up entire road. It is so sad to see so much water being wasted every time it overflows (atleast once a wekk for sure!).

Pls let me know how I can help. Residents of these building have turned blind eye!!
