What is the recruitement rules of Gulf returned (Other GCC ) Nurses for Hamad MC??

My wife had left her Nurse job from MOH, Saudi Arabia on March 2007 without cancel her Job Visa, ie. went to India as leave but couldn't come back to Saudi. I heard that HMC asking clearance letter from that Hospital for job. she has been working as a staff in India for last 5 (Five) years. Can we applied for nurses job in HMC?
