who controls nurseries in Qatar?

I have seen by times how supermarkets are controlled, prices and quality at least of meats, but who controls nurseries, how do they actually works and in which conditions?. We as parents have to accept every thing, if the teacher is absent several days in a month, if there is no space in the tiny rooms, if the premises are not really for a decent nursery to work, and because parents have to pay in advance,for a term in order of 5500QR, unbeliavable!!!!, and this in one of the cheapest of Doha., we have to say nothing, because no other choice or leave our children at home.????? If you are sastified with yr kid's nursery let me know. I am looking for a good one for next year.
