Main thing is getting all required information, quotes for venues, cost for printing tickets/leaflets if required etc and then approaching sponsors with some sort of proposal explaining the why/what/when's of the event :)

If the crowd is not big, perhaps we can check out those big halls these hotels have. Sheraton/Ramada where they have shows or dinner parties.

FS first what kind of clothes are you planning to display? Western/Asian? Depending on your target audience you'll want to pick a venue that everyone wouldn't mind coming to, has enough of parking space as well. Have you tried approaching any of the schools? May be you could have child models from schools too?
