User points is not a true measurement of talkativeness if you are considering "talkative" in the sense of usefulness or interaction. Otherwise, you are correct.
Many of the QL members are addicted to increase user points and they just keep their computer mouse on "reply" button and they reply like:
:) 1 user point
:( 1 user point
:- 1 user point
hmmmm 1 user point
You may get as many points as you wish in a very short period without contributing a single word. So people have plenty of them.
I don’t say that all with high score are of that kind but few of them are, of course.
Are they talkative? Pardon me, they are key-board addicted and can't stop their hands even when their brains are shut.
Before giving your vote, first consider the worth of posts a member posted. Give some time to yourself reading their stuff and then vote.

PM is the most talkative person of QL.
Long analytical sentences,
Long emotional paragraphs.
Long love letters to her favorite street lawyer. Just a rumor lately in QL.
and very long religious chapters.
She is always writing more scripts than the writers guild of Hollywood.
She still my prefer Professor, she still needs to visit my Confession Booth.
