Mers Virus won't infect into Qatar Residants due to restrictive Kafala system

I have read a nice article about this newly spreading MERS Virus in Middle East, I am pretty sure this virus won't infect for Qatar residants , because it cannot leav back to its home country without NOC , Exit Permit from His sponsor, :p :p :p

Also its pretty difficult for the " MERS virus " to get family RP due to extreeeeeeeeeme restrictions.
