Car mileage not matching with history report
Hello everyone!
I just recently bought a used 2009 car clocked at 162K KM last February 2021.
Facts:
1.) I went to the CASA this month, April 2021, for fluids replacement, full check up and car history check.
2.) As per car history, the last time the car went to the CASA was on April 2019 for full check up, and it was already clocked at 291K KM (129K KM difference from the actual Odometer reading). God knows how many more KMs it ran before i bought it.
3.) The current plate number of the car is different from its plate number as per the last insurance document (latest insurance document is dated October 2020, so the plate number was changed between October 2020 and February 2021).
Questions:
1.) Is it possible that the Odometer was rolled back?
2.) Is it because of the changing of the plate number and the CASA might have picked up the previous car's history to which the new plate number belonged to before?
3.) Other than going to CASA, is there any other way to get any clarifications for this?
3.) Any other explanation for such?
I went back to the CASA to check the history of the old plate, but they said that they cannot see it already and the VIN was already registered to the new plate. As per checking with MOI website for traffic as well, the old plate is not valid anymore.
I am concerned if i was duped by the seller by falsfying the odometer reading to be able to sell the car at a higher price than its actual value. Also, i am concern about the number of years the car might still be in service knowing, if it is proven a fact, that it already the KMs of its lifespan.

1.) CASA - the official service center of the car brand (Toyota CASA, Nissan CASA, Mitsubishi CASA, etc).
2.) That's what i thought as well, but it turned out that it's easier to tamper digital odo compared to analog. Possible ways are:
a.) change of cluster gauge; or
b.) connecting a certain device to the car and it will do the rest (https://www.youtube.com/watch?v=2iVz5vEeqDw).
Excuse my ignorance,
1) what does CASA stand for in this instance?
2) I thought since the Odometer are digital, tampering is not possible. It is not just one device, it is a collection, Right?

Since the car has already been transferred to your name, there is absolutely nothing you can do legally. You can just sit and lick your wounds, that's all. Hope the experience makes you a bit wiser.
Just an update, i was able to look up for the latest Fahes report in their website.
Last Fahes inspection was done on October 2020 and lo and behold, Odo already clocked at 321KM.
Is there any legal recourse i can do? the guy who sold it to me is not responding to my messages either.
If the authorities could not help you, the insurance companies cannot help you either. Remember insurance companies and private companies and do not maintain records the way the government does. It does not come within the scope of their requirements.
As for your second and third query, yes the odometers do get tampered even in Qatar although it is illegal. Several years back, my friend was about to buy a car where the odometer read 41000kms. But there were tell-tale signs the car done over 100,000kms. All the 4 tyres had been replaced. Original tyres or brand new ones, don't wear out until 90,000kms especially if the car has been driven in the city. It was as simple as that to know the odometer had been doctored.

Can the insurance Company be able to help me with this? Also, is it even possible here in Qatar to tamper the odometer? Isn't it being monitored mostly by the insurance Companies?

1) From what you have stated, it appears the Odometer was tampered with.
2) Since you have already been to CASA and they have stated that the information as per previous number plate is no longer available, this should answer your query.
3) I don't think so but you can check with people who have offices around the central Traffic Police Station. Possibly,
they may have a way.
4) It appears that you have been duped but what can you do now? Nothing but just to lick your wounds and be a bit wiser next time.
