Workers can complete Residence Permit process from home nations itself, says MoI
Last November, Qatar announced a scheme by which people who wish to work in the country can complete procedures for their Residence Permit from the home nations itself.
The Visa Support Services Department (VSSD) at the Ministry of Interior (MoI), in collaboration with the Ministry of Administration Development, Labour and Social Affairs (MADLSA), has now announced more details of the plan during a seminar for the same.

According to the new plan, procedures such as fingerprinting and biometric data processing, medical examination and signing of work contracts for expatriates can all be done at selected countries itself, reported Gulf Times.

Last November, Qatar had signed an agreement with a Singapore-based company for its implementation. The plan will finally come into effect starting October, 2018, reported Qatar Tribune.
VSSD Director Major Abdullah Khalifa Al Mohannadi said people from eight nations will be able to make use of the facility. While the worker can get all processes completed in their own country, the employer in Qatar can initiate the procedures electronically via MoI’s website.

In the first phase, people hailing from India, Pakistan, Sri Lanka, Bangladesh, Nepal, Tunisia, the Philippines and Indonesia will be able to make use of the project.
The processes in the eight countries will be completed via Qatar Visa Services Centres set up in co-operation with the Singapore-based company.

The process begins with a formal application being made by the employer at MoI’s website. Following MoI’s approval, the worker can book his/her appointment at http://www.qatarvisacenter.com and complete the procedures.
The new system is expected to significantly save time and effort for all parties involved.

The MoI also said the new system would help protect rights of both workers and employers by documenting employment contracts signed between the parties before their arrival in Qatar.

Bro,
Try to come on existing visa then sort out your cancellation issue ,mean time look for good opportunity (if your company don't have work for you).
And yes still you've right to stay in company accommodation ( as per labour law),coz your company doesn't make any cancellation.
So be happy &think positive ,achieve your dream job in Qatar.
