Westerners but as per my friends/colleagues its better to work for Westerners as most Arab companies doesn't know how to take care of their employees as per the benefits, recognition, simply they dont know how to motivate people ... unlike the Westerners ...

Qatar is where careers come to die ( few exceptions like petroleum engineering I guess) . So does it matter Western or Arabic company? Pick the one that offers more Green notes. ( or is it multi-colored notes here? )
