nothing to worry about if u dont know arabic, everyone is familiar to english considering to be the first language even qataris do speak as well in reputed organizations, try ur luck.
Also try Qatar Petroleum. They have some openings in their Legal Department. Be very patient, however. Their recruitment process takes quite some time.

I wouldn't worry about being fluent in Arabic, yet. Mostly everyone here speaks English. I do not know the law to well here, so I can't give you a solid answer with regards to jobs. It is however, a very civilized country, so I'm sure they have an organized judicial system that you may be able to get into. Goodluck!
