Yes, but your profile says you're from Pakistan. All IPOs have been for Qataris, except for one (Khaleeji bank, it was also open for GCC citizens)
I think they have given then dates of April to buy those at Qar 10/- but I am not sure if this is open for expatriates also or only nationals.

You can't buy in the IPO at QR10, wait till it's traded in the stock market at a probably higher price.
