License and Passport for Pet

Hi I am new to Qatar and would like to adopt a dog. I would like to know if there are any legal formalities to register/license the pet and how do I go about getting this done.

Further I would also be travelling with the pet so what is the procedure for issuing it a passport, if required.

Please advice.
