Please I need a WELDER

I am looking for a welder to help me in designing and building a wheel chair for my baby girl dog who has a stroke of the spine and needs rehibilitation to learn to walk alone again, I have a basic design and many pics.
Or its can be made of PVC, Please can anyone help me out in this country cause I dont know where to start.
