Allowance for breaking fasting

This afternoon when I was passing by the parking I found a group of workers (sri lanka? nepali?) sitted in floor breaking fasting. They look like construction hard workers (those who work from dawn to sunset for 200 USD).

And this morning I noticed that one of my engineers (muslim) in a very hard place (they were working hard in a closed place maybe at 45C for more than 1 hour) finally took the bottle of water, apologize for it and broke his fasting... and nobody told him anything.

I dont want to start this thread just for you judge them, please. I understand this is something between them and Allah (or whoever they think they will find at the end of their days).

I just want to know. Are there exceptions for breaking the fasting? I understand that for instance "critical services": police, security, military... 24 hours shifts in services like controlling energy supply, water supply, telecoms... I dont know. They cannot be low in sugar. For the sake of all, they cannot fail.

So, I understand that they dismissed of fasting, isnt it?

Problem is you cannot fast until you are half dead. Meaning that there is a certian limit where you body cannot tolerate due to work environment. At best that I have observed is deffering a non critical activities or slow down during this period for the betterment of those who fast.

if they must break their fast for health reasons (and sounds like these are serious issues for those men), then they will make it up after Ramadan. As I stated before, Islam is very flexible and Ramadan is not meant to kill us. :-)
