I cannot speak for Qatari Laws back in the 90s, but in January 2007 we had no problems giving our daughter 2 christian/western/european/whatever names (first and middle name). Mind you her last name is Arabic as her dad (moi) is a Canadian of Arab origin.
But upon further reflection, a Lebanese friend of mine (married to a European) just had a baby boy last month and they had no problems giving him both a European first and last name. Perhaps the laws have changed since.

I don't know if it still applies but when my daughter delivered twins in Doha in the mid 90's the names given were dictated by the government in some respect.
They were not allowed to have to 2 "Christian" names. One of the names had to be an arabic name. Maybe this was because their father was arab.
1. Get a birth certificate from the hospital where child was born.
2. Take this certificate along with your and wife's passport copies to birth registration office which is located next to Old Lulu Centre (not Lulu Hyper market) near Sports R/A.
3. You will have to fill out a form and pay some fees which is quite nominal (I do not remember exact amount)
4. You will get the certificate after approx. 1-2 weeks.
As far as RP is concerned, if baby is going to have his/her own passport then a seperate RP is required but if child is being entered on mothers passport then no seperate RP is required but mother's RP has to be updated to include the baby.

About the only thing I can add is the cost.
Back when we did it for my daughter (January 2007), the fee was Q.R. 60.
I don't know if its changed since then, but that should give you an idea (abc150 was right in calling it nominal).
Oh and all the forms were provided to us by the Hospital (Doha Clinic Hospital).
