The citizenry here already benefit greatly from the welfare system of Qatar. Free H2O/elec, free medical, education, scores of other opportunities and benefits...

It seems to me the Emir is trying to encourage his people to become more independent, thoughtful, responsible citizens, so giving them additional handouts (when the vast majority really don't need them) doesn't really work towards that goal.

As someone on Twitter describe it, Kuwait seems to prefer supplying fish to men than having independent fishermen. I don’t think the Qatari Government will follow suit

I think many Qataris ( the less educated at least) have taken the welfare system for granted. Particularly in education, where many not benefiting from the vast opportunities out there whether to study locally at QU,EDC or Community College or be sent abroad.

Just for your information, the total Qatari Household electricity consumption is just small fraction of the total demand.

Although I support a more strict electricity & water conservation policy , it’s important to highlight that recently each Qatari home are already limited to certain Amperage usage

Free electricity is the reason for massive energy wastage in this country. Each house and its compound walls will have 100s of bulbs lit 24/7.If they are not aware of the stupidity, the authorities should be enlightening them, now if they are also unaware..who will?

This is Kuwait’s government to avoid a Tunisia in its country!

This will have a negative impact on Kuwait’s society's development. It will stimulate laziness and lack of drive!

Could not believe that such an intelligent idea comes from a central government!

Just like in the Roman Empire's days: Bread and Circus in the Gulf in the XXI century!

Some stay quite and happy with the Circus, some with the Bread... but until how long can these governments keeps their societies in a dormant stage?!

(assuming employees actually take pride in doing a good job and are not just there to collect a salary, while some ex-pat does the heavy lifting) at the current rates of operation, Qatar is developing itself to host 1.5-3 million people long term. Since the Qatari population, with its strict rules about who can get married and who qualifies for citizenship, is never going to make up more than 15-20% of the total population at most, they can continue to offer 100% Qatari employment. However, they will still be overly reliant on foreign employees.

I have never understood why they are planning for such a permanent population disproportion between citizens and expats, especially since it has caused so much tension and growing ill will.

When it comes to free bounty citizens excepts Kuwait System and when survey comes for Kuwait like Sponsorship and labour issues then ? I belive the Labours in labour camps must have prayed for Kuwaiti citizens, Hope......

I recently read a study that projected oil exports to last another 35 years based on the current rate.

There is an important other matter often overlooked. What happens when a society doesn't develop it's Human Resources and contribute to the knowledge and work efforts that benefit the larger world outside of the insular super rich state.

It keeps most people from demanding a real say in their governing and makes them less likely to question the growing economic divide. Very smart political move for the Arab leaders :)

Of course, it doesn't really help in establishing a strong, driven work force, does it?
