Crackdown on illegal partitioned villas soon
The municipalities are gearing up to clamp down on illegally partitioned villas and apartments in a fresh initiative aimed at ensuring people’s safety.
Different departments of the municipalities will be coordinating their efforts in the latest push against illegally partitioned houses for residential or any other purpose.
Buildings in which modifications have been made without seeking due approval from the municipalities concerned will also be covered in the crackdown.
But there must be a complaint, with proof if possible, and that would be verified first before a suspected house is raided, local Arabic daily Al Arab reported yesterday.
Civic inspectors on the prowl could, for instance, try to assess if a villa or a building has been illegally partitioned or structural alterations have been carried out inside it illegally, from its exterior, by looking at the number of cars parked outside or air-conditioners fitted on its walls.
These things are visible from outside a building and they can give a clue as to the number of people living in a villa or an apartment building.
This way it is easy to guess if a particular building with apartments or a villa has been illegally partitioned, the daily said quoting civic sources.
The inspectors will, however, respect the privacy of families occupying these units, the daily added without giving further details.
Qatari law, for instance, doesn’t allow government officials to raid a house without permission from the Public Prosecution.
The law regulating the safety of buildings was issued last year, apparently, to enable civic authorities to clamp down on illegally partitioned villas and apartments which have been mushrooming all over due to rising demand for housing and shortages.
The law amended a previous such legislation that was enforced some 31 years ago, in 1984.
Limited-income expatriate families and individuals mostly rely on illegally partitioned houses due to skyrocketing rents of independent residential units. [The Peninsula]
Good initiative ............ nice preparation by Brit ......... an exemplary work ...................

The country may bleed one day due to poor planning / contingency management!
Going towards the 2022 govt and stakeholders will burn hands due to the unfair approach. They are themselves making the project cost expensive. Cost of labour will increase, quality labour will decline .... due to greed and uncompleted projects last minute will have to be paid off with huge revised stake.
A further prolonged hit on economy due to Oil price decline will shatter everything.
Be prepared for everything world is not going to end in 2022 or with oil and gas alone.
Goose and the Golden eggs story will repeat!!!
they are not trying to solve the problem they are just penalizing it,
same like parking problems, only giving traffic violations on daily basis but never thought of making a nearby parking area in every over occupied business area.
^^^ excellent point.
The authorities should consider first a clear and fair solution before to address the issue of illegal partition; root caused of high rent shall be reviewed and a permanent resolution shall be imposed. Who wanted anyway to live in a small room if they can afford bigger and descent villas? But most expats has no choice and good option in order to save some money for their family back home.
Does anyone see a pattern, just around when the summer is about to set. We get campaigns for "Illegal Partition" and "Reflect your Respect."
In a country like Saud Arabia a friend who was working here in Qatar and went to work there say that a bed sitter is like Or 500 at most. This country is far from developed and according to the shooting population due to construction they need to first construct accommodations for people to live and work. According to there potential this cant take three yrs.' to me. Telling people who earn 10,000 an less to leave or let there families go is being selfish. there is nothing sweeter than leaving together with your family on this earth. If the birds of the air first make nests before making families why does it long for them to figure out such a simple solution. why harass people who are busy working heard to develop a country. Make small or medium houses in the desert between Accra an Doha. another area is after stree56 industrial area . between dukan and Doha. and also between land mark and ikea .
Qatar is doing everything possible to create more problems for 75% of the population. I guess they don't want any foreigners in their country. The problem is, they need them.
They've been threatening to do this for years
Solution, government housing which is 90% Gov owned and 10% private. These government housing should be subsidized. There should be different tiers of government housing, Tier 1 (luxury class) for high and middle income, Tier 2 (Middle Class and low income earners) - classification of Tier 1 and Tier 2 dependent on family income. Tier 1 will have minimum 3 bedroom or more. Tier 2 will have minimum 1 to 2 bedrooms. Cost of rent per Tier One will depend on location (between 6,000 to 11,000) and Cost of Tier 2 (between 4,000 to 6,000). For income earners making less than QAR 10,000 per month, make it mandatory for the employers to provide housing. Also, it makes sense for those who cannot make more than QAR 10,000 per month not bring their family here. How can they save and send kids to school, buy food and provide shelter if they cannot make more than QAR 10,000. Good and safe environment is needed for family, and if there are income earners that can't make 10,000 per month, it is better that their family members stay back at home and have the income earners send their money back for manageable environment back in their home country. This is my suggestion and possible solution to all this. If we get this done here in Qatar, inflation, traffic congestion, housing problem and most of the complaints will be gone, more resources can be better allocated for proper use and avoid wastage and corruption.
what about the low income bachelors who doesn't have license or a car . Not all companies provide transportation and housing .
Expat must remain prepared to face these 2 difficulties like high rentals n high school fees when ur overseas.
And next day at their offices can't work efficiently & make a lot of mistakes like in my comment above peopel = people & shooping = shopping ........... ............. it's due to tiredness & sleep late .....
No body should go against the law just with the lame excuses ............
Peopel spend in bars / restos / shooping stores till next day .... it shows they have extra money in their pockets ..........
Actually this will a blessing in disguise, wives would go home , hubbies would concentrate on their forgotten responsibility at work , in the proceess they will be saving hugely in both places at Qatar & back home ................... .................
They want to kick the low income families out of affordable partitioned villas so that they will probably have to rent from one of the over priced government owned real estate companies like Barwa.
Actions .. but no solutions...
