Different Scenarios about NOC

Scenario 1:
My wife worked for a certain company for 3 straight years. She resigned and went back to our home country. I am on a family-status visa. My wife will be coming back to Doha under my sponsorship. If she decides to work again, does she still need to produce the NOC even if she's already under my sponsorship? Can she work without the release papers from her previous employer?

Scenario 2:
My contract is about to expire in a few months. I don't have plans of renewing it further. A Qatari guy advised me to purchase a 5year working visa. Under Qatar Labor Laws, if I decided to buy my own working visa, do I still need the NOC if and when I apply for another job here in Qatar?

Its ill legal to buy working visa. And yes u still need NOC
