If you go to the Qatar e-government website there is no information about rules for driving licenses, probably because the rules keep changing and they can't be bothered to update it.
I can understand taking lessons to get used to driving in Doha but I thought as an international licence holder you did not need to sit a test. Anyway good luck with the exam!

What i stated is the advice from the School that I had attend on and from the Mandoop, who is responsible for the PUBLIC needs of the Company, i was working with.
I am an International License holder but I chose (personally) to sit and have some pointers so I can pass the test on the first time. It was sad that I still need to go on a test.. ;-(
Even Al Rayah Driving Introduce this new rule from the ministry to me. I attended my classes there for a couple of weeks. And even schools arent accepting students, that are housewives. The wife of my friend who was residing in Dukhan tried to attend the school but according to the Reception, they will not accept for the mean time females because they will not be allowed to take the test. Just pimpin'my experience.
My understanding was that they had not yet instigated any new ruling excluding non working women / men.
I only got my licence a couple of weeks ago and I was not asked if I work and there was no problems with it.
Personally I think that they would be niave to introduce such a ruling as it will serve as yet another deterant for expats coming to the country.
If you have the paper work - application form, photos, letter from sponsor, passport & your national driving licence - go down to the traffic department. You do not need to pay anything until the end so you have nothing to lose except an hour or so of your time.
As far a the updated news from our MANDOOP, he said a female who cannot prove that she is working or she badly needed a car will not be allowed to take the driving license exam. Thats what he told me. I was on my way to get a license here and HE (mAndoop) asked me to bring my employment contract and no objecton letter so everything will went smooth. But unfortunately, I had a company call from the office that asked me to come back on the earliest to the office due to a meeting. SO I AM NOT ABLE TO ATTEND AT ALL!! :-)

I have one and don't work. You will need to get permission from your sponsor. Rules seem to change all the time here so good luck.
