What I mean to say is if the car is 4 years or more, you will not be able to get full insurance coverage, and you need to opt for 3rd Party Coverage as the car's value has depreciated. Before we transferred ownership, we took the original insurance document back to the company, they put my husband's name on it in place of the seller's and charged us 20R for the change. We didn't need to pay for the whole year, we basically took over the insurance for the remainder of its term. The seller wasn't present, and it was 3rd party cover also, not full cover. Then we all went to the Traffic department with the seller and did the transfer of ownership.
Insurance bit is not correct. You have to have full cover insurence under the new owner's name for 1 year starting from the new registration date to to issue the new istamara. This is at least in my case. I bought one car from a friend and went throuh the whole process.
When my husband bought a car several weeks ago, we needed a letter from his sponsor saying it was OK for him to have a car! So if you're selling to an expat, make sure he has a letter in Arabic signed by his sponsor saying he is free to buy a car. Or if the sponsor is a spouse, make sure they are present also to sign a letter which one of the Typists can prepare for you.
You need to go to the Traffic Department - Preferably Madinat Khalifa, go with the Car papers and get the form typed in Arabic by one of the Typists there. You and the buyer need to give your ID cards and he will ask for your address as well which is not mentioned in the ID card. After that you need to go to the Radar Dept to see if the car has no violations since you need to clear the violations before you sell ther car.
Now after doing that, go to the Registration Counter with the Buyer and present the paper which will have your & buyers ID copy. And after which they dept will check the information and counter check it with your's & buyers ID card. After which the both of you need to sign that form in front of the Traffic dept personel and the buyer needs to pay QR 200 since he is buying your car.
After that a new Registration Card (ISTIMARA) is given to the buyer and the car is now on his name. About the insurance it does not matter on who's name it is as the insurance will pass on the buyer. Insurance is made on the Car - Make / Type & VIN Number so its passed on to the buyer.
You need to go traffic Police either at Airport or Madinat Khalifa branch, fill in the form and pay the fees. Buyer's ID needed, not sure about physical presence.
If you have comprehensive insurance and no claims you can get a partial refund.

You need to clear your bank loan if you have one on this car.
