And these stupid fools pay the bank to keep the loot... so the bank gets illegal loot as capital... (to reinvest somewhere else and earn profit) plus interest also the bank gets for keeping the information "top secret".

Then when any punitive action has to be taken on the country in question... the Bank guys just pocket the money and put.. "account frozen" against it... end of game.
