How to eliminate spam / scam users

I just want to ask is there any posibility to eliminate those spam / scam users here in QL which has vested interest to those innocent people in buying their fake items.

While Singin Up for this website, your password (choosen by website randomly) should come on the provided valid mobile number not on email address. No 1 can cheat then in this case. Idea is taken from some mobile stuff websites, VOIP softwares, e.t.c
