my guess is that Carlos Mencia (a hispanic-american stand-up comic who pokes fun on everyone may it be White, Black, Hispanics, Asians, gays, straights) used it in one of his jokes to make fun of Filipino names. That is having an Asian roots with Spanish surnames.

Poor research material though since "Kwan" is not a Filipino name and Del Toro is a surname not commonly used in the Philippines (still have to see one who have that surname). How about "Datu Rodrigues or Mayumi Lhuillier" could have been better. On the other hand, comics needs to exaggerate things to make it funny.

Carlos Mencia is a funny comic but if you have a very sensitive feelings you will not like him because the kind of jokes that he use in his acts are really based on stereotypes of people. (black=lazy and gangsters, country whites =stupid hill billy's, asians=poor drivers with small *%cks, Indians=asian with funny english accents, arabs=terrorists and everything else) Others calls him rude.

I havent heard or seen the act where he used this "Kwan Ping Del Torro" joke though.
