New traffic rules in Arabic language only

Read some feedback from the public lately at the Gulf Time about the new traffic rules available only in arabic language.
If i have to think otherwise;
Traffic sign by itself is international language. Did you pass the test?
Most of those western expat got their lacal licence converted easily.....that means they don't have to know the arabic words while driving leagally.
Those need to sit for the driving test before getting a local driving licence, sad to say, from those less developed countries...Some also passed the test without understanding a word of arabic,,,,,,,,,
it would be intereting to know the % of traffic violators who read arabic. if i stay within the rules, i think the new rules written in only arabic language is not an issue.
