NOC, 2 year work ban, exit permit in Qatar.
By Observer in Qatar •
Hi,
Can you make your valuable comments here.
Who exactly benefit out of it with the existing rules on NOC, 2 year work ban and an exit permit for every overseas travel?
How do you think Qatar's reputation visulised by other Middle East countries, Europe, Asia and rest of the world?
Free flow of people in and out of the country will promote your overall aviation business.
It would also promote the tourism because the tourist is free to leave at any point of time they want rather like a slave begging for exit permit with his sponsor.
So Moza and other youngsters should understand it benefitial for both the expartiates and the nation-the replacement of such out dated rules.. think it over and it looks to me as a joke.. you can hold your passport but not allowed to fly to your home..ha.ha.
I understand from some reliable sources that QAR.500 to be paid for multiple exit / entries.. but instead the Govt shall be encouraging the free exit and entry of people for the reason that it will benefit the economy through the improved business much more than the fees collected and the reputation of Qatar will go high...don't you think so Moza?
Definitely it will have negative impact on some companies' human resources if they are not paying or treating their employees with respect.
And if you really are a good employer why should you be affraid of such a rule?.. think it over if you favour the progress of all and not a few vested parties. By enforcing such a rule you may maintain a large workfore willy nilly but you will never command respect.
Qatar is 5 decades late as compare to dubai..
Hi Robherr,
Yes it is indeed an intelligent conversation. I retrieve the word" heated argument".
Hi,
Moza,
I totally agree with your view point. You know why UAE is giving enough freedom to the expartiates because they are wise enough to understand the overall contribution given by the expats to UAE's growth and development.
Moreover, the wise Govt in UAE does not want to loose such skilled and professionals because that will have a negative impact on it's economy. Also giving such freem to expats increases UAE's reputation definitely more than any other GCC or Arab country-it is a cherished location to the world.
Therefore in UAE no such exit permit and 2 year ban exists.
The expats should be free to visit their homes or travel as they wanted during their free time. Always getting an approval from the sponsor seems to be.. you know what it is..
Yes the young Qatari today are different to the older generation but the change will still take time.
Observer..Excuse me u said what? A very heated argument above? What heated argument? It was just an intelligent conversation about some significant issues not a heated argument. Btw, Nice story u got there though...
Hi Moza,
I had been observing a very heated argument above and happy to note that you- a Qatari national also coming up with notable comments.
Film with a message for youth
Publish Date: Sunday,29 July, 2012, at 02:24 AM Doha Time.
A scene from the short film
A Qatar group has produced a short movie titled, It is 50ºC, which urges young people to be nice with expatriate labour force.
The film, made by the Qatar Youth Group for Photography and Short Movies, addresses the circumstances of unskilled labourers who work outdoors in extreme conditions of heat and humidity, where the temperatures may reach more than 50º C during the daytime.
The movie is written and directed by Ahmed al-Belushi, photographed by Abdulrahman al-Abassi and starred by Ahmed al-Khayyat, Abdulla al-Tamimi and Ali Darwish.
The film features a Qatari youth as he stops his car to offer cold water to a labourers working during the heat of the day on the street.
However, behind this car is another young motorist who seems to be in a hurry. The young man who has handed the bottle of water to the worker then approaches to the person who seems to be in a hurry. He admonishes the motorist, indicating the importance of such labour force and how they serve the country.
The man who is in a hurry subsequently feels a pang of conscience and regrets his callousness. Eventually, he shares willingly with the labourer a meal he was eating. He finally leaves the place happily as he sees a glimmer of hope in the eyes of the worker.
The director of the movie, al-Belushi, said: “The idea of the movie came to me after I had seen myself how those labourers work in extreme heat in the open. It was almost 50ºC or more. Hence, the title of the movie.”
He said: “We have tried to deliver a message to young people, especially during the month of Ramadan, that they should do good to such people.”
Al-Belushi explained that they are a group of young men and women who love the movies and movie making. They have various positive ideas that they would present through their short movies on the Internet.
To me, a new young generation is emerging up in Qatar with fresh thinking. Young people are travelling overseas for higher educations. Altogethre the outlook is positive.
Let me repeat what late Rajeev Gandhi said" No man is free unless all men are free"
How will the FIFA would take away WC from Qatar and why Qatar would sue FIFA when they are already agreed..Just a matter of time like i said..
Well FIFA certainly isn't for the football. Even if FIFA tried to take the world cup Qatar would sue and one thing FIFA likes more than making money is keeping it.
Laugh all u want moza but that is what u know..Im not just referring to laborers here i am talking about the whole labour system of Qatar which is part of the agreement why they awarded the 2022 to Doha. ANd Qatar is amenable to that my dear as i have said just a matter of time. Qatar on prioritizing their citizens is a no-brainer. Of course! That is not even the point here. Labour sector is vital & critical for WC. And in case u still do not know Australia is not yet giving up with WC 2022. They were the closest rival of Qatar for WC 2022. And if u r insinuating that FIFA is all about money that is ur opinion and i respect that. But what i am stating here are facts.
Last year there were international human rights group who made a visit here in Qatar and inspected the accommodation in industrial area to see for themselves this worst situation. They gave necessary recommendations already. Qatar govt must comply or else world cup 2022 is in jeopardy. Many other countries has said already that they do not want to play in stadiums built by slaves.
We all have choice where we work, travel, etc...
Don't make me laugh, 2022 is not in jeopardy. FIFA are only interested in money not the rights of laborers. If that was a problem they would not have awarded the WC in the first place to Qatar.
Qatar will change, slowly but surely for the better but Qatar caters for citizens first not expats.
Moza i hope u r not referring to us Fair brown people bcoz 1st we r not smelly people. Maybe u mean dark brown or light black men...ANd if u happen to encounter a smelly fair brown men i assure u those are not my people..we dressed differently with them. And oh fyi i have encountered also some smelly white men & black men..just saying..
International pressure will make Qatar change not us even if we voice it out in some public forum. Definitely there are some things that needs some changes here but the government has said that they are going to do it. Just a matter of time. Hopefully sooner than later.
Qatar will change and for the better, remember how far Qatar has come in just 15 years. Yes it has the money to do it but it has taken other countries 500 years to change this much but they didn't have to swamp the countries with foreigners to do it.
Imagine living in your own country and being outnumbered 8 to 1 by foreigners. That is not an easy change. Slowly things are getting better but don't expect overnight change to benefit your individual needs.
Hi Moza,
Definitely you can make a real difference. We can see now Qatar Govt is supporting many nationals in getting educated sending overseas through Qatar Foundation if my understading is correct.
That means by and large Qatar Govt would welcome better ideas though slowly..
Hi Tinkerbell10,
Slavery in one form or the other existed in several parts of the world from time immorial. But those days ideas of globalization, equality, freedom of speech, right to information and service were also not there.
I fully agree with what you have mentioned of the malls ans labour camps. But someone has to voice such plights to the public in some reasonable way.
At least that we are discussing this issue now.. may be some one else would discuss this in another plat form where there could be a wider audience.
Thus I think you and I can do something for the society if not a fundamental change.
Tink don't let them take our Racist Day at the Malls on Friday, that means we will have to mix with the smelly brown men again....
Hi Tinkerbell10,
Your comment seems to originate from utter frustration.
As you might have observed, in many aspects Qatar takes Dubai as a role model where such exit permit, 2 year ban etc does not exist and therefore the world love that place.
Qatar, while trying to attract international attraction eventually has to remove such bondage rules.
For example, the employees can keep their pass ports but they cannot exit the country without the consent of their employer sounds like an irony.
If people come to work in Qatar on a 2 year contract, they should be given choice to renew or switch to another job after successfully completing the contract.
I hope the perception of Qatar Govt will change eventually to catch the international attention..as a moderately free place.
These rules came to exist out of need to protect employers and secure the country. These needs still in place.
Our comments are not valuable. Qatar govt does what it likes as it has lots of money. Who cares what you think.
well said aaafi.....
Qatar's reputation
To Europeans - Big fat dude's with heaps of money
To Asian - Source of income
To other Arabs - kinda pain in the A**
To me - I like it
