The Philippines said Monday it had signed a historic agreement with Saudi Arabia that would protect thousands of Filipina maids from being exploited in the Middle Eastern kingdom.

The agreement guarantees Filipina maids benefits like a day off each week

“We are very confident that cases of abuse will be less after this agreement takes effect because the agreement ensures fair and humane treatment of our HSWs (home service workers),” she said.

Under the agreement, Saudi Arabia is committed to set up a 24-hour hotline for labour dispute resolution, the department said.

The agreement is aimed at preventing exploitation of Filipina maids such as confiscation of their passports to control them, overworking them with no rest days and preventing them from returning home.

Saudi Arabia initially resisted the demands and suspended the entry of new maids but in September of last year, it agreed to a $400 a month minimum wage and lifted the ban.

Saudia has probably more of Indonesian and Sri Lankan maids than maids from the Philippines. It is the master-slave mind-set of people there that has to be first changed by the government or human rights pressure groups within the country and then reinforced by implementing the already existing laws. This will take time I am sure if at all.

For the last few months, KSA is facing shortage of domestic helpers as some far east countries have restricted the passage of maids to KSA following some incidents of abuse and unjust punishments given to maids.

So many incidents like exploitation and rape could have been prevented if embassy officials work and do their job.

In Saudi Arabia before, a maid ran away from her employer and when an Arab stormed the Philippine Embassy, the poor helper was turned over gladly by idiot government official task to help the workers.

It's not the question of the agreement but a question of implementing it.

Ironically the Philippine govt continues to brag about the countries' economic achievements while at the same time encourages its women to work overseas as housemaids.
