Qatar Tops in Access to Water, Sanitation and Hygiene
The World Economic Forum’s (WEF) first Human Capital Index (HCI) has ranked Qatar the global number one, out of the 122 assessed countries, in terms of access to water, sanitation and hygiene, having the least unemployment and the maximum capacity to retain talent.
Qatar is ranked four in terms of the quality of the education system, six (quality of math and science education), eight (quality of management schools), third (life expectancy), and second (business impact of non-communicable diseases).
The country is ranked third in the capacity to attract talent, fourth (pay related to productivity), fifth (staff training), eighth (Internet users), and ninth (state of cluster development).
Qatar stands seventh for business and university research and development collaboration, intellectual property protection and property rights, and social mobility.

Title is also misleading. 18th is not TOP. Top maybe in the middle east ( after payment)
