The link is not just for "new peeps". I just clicked on the "sign up" link and it takes you to a form, which you must fill out. It is easy, just click on that link whether or not you are a new member.
You can only enter once.

jauntie... only today i heard about this draw .. and i guess it is an admin or Qatari who makes a draw... maybe i am wrong though..
