No it doesn't deal with recruitment but it does have information on working visa requirements including trades and skills in demand in Canada.

"Job offer confirmation is conducted by Service Canada (Human Resources and Skills Development Canada). This organization works in conjunction with Citizenship and Immigration Canada to ensure that the employment of foreign workers has an overall beneficial effect to Canada.

The confirmation process is intended to ensure that the employment of a foreign worker does not have any negative labour market impact in Canada. This generally entails that the Canadian employer has made a significant effort to hire a Canadian for the position of employment, that that effort was unsuccessful, and that the foreign worker is qualified for the position.

Depending on the nature of the position and the location of the job offer, there may exist recognized shortages, which can facilitate confirmation of certain job offers. Current examples include certain information technology professionals, construction workers in some locations, and live-in-caregivers."

I don't think canadian embassy (especially one in Kuwait) has anything to do with the recruitment....lol...neither does canadian government. I explained the procedure. This girl has to find the job, and the Company has to pass all these stages that I have mentioned. The hardest one is to prove that she possesses some certain skills which are hard to be found in Canada. For example, the owner of some exotic restaurant wants to have a cook who knows how to prepare some exotic meal (even only one, but exotic!). And this Restaurant's owner advertized this position for a week, and no one cannot fill this position. Then this owner applies to Canadian Human Resources Office for approval to bring this kind of cook from.. let's say Honolulu.. he most probably will get this approval. But if someone just looking for the Secretary position, most likely she/he will never get approved, unless this person for example, speaks some very rare language that hard to find inside of the country... this is a procedure...

You should check with the Canadian Embassy in Kuwait (they have responsibility for Qatar). Just do a search on Canadian government, then go through Foreign Service Canada and you'll see a list and contacts for the Embassys.

it means that the question isn't correct ...Canada doesn't recruit in a way Qatar does. You have to find job by yourself. And then the company which wants to hire you, should get an approval in the Canadian Human Resources office. This company first has to advertize this vacancy in newspaper at least for a week. And then they have to prove, that no one with the required set of skills is not found within Canada , and that’s why they want to hire you (which is next to impossible).. only after that they can start a process…

Otherwise it would be too easy to get to Canada…
