My husband just transferred from a private company to a government company and he was told to go to the Medical Commission in Abu Hamour for a full medical check-up.
I am not familiar with government entities. This is based from the personal experience of my husband as he has experienced both cases of sponsorship transfer in private companies.
If a candidate transfers to another sponsor without cancelling his old visa and not exiting the country then there is no need for him to go for another medical examination at the medical commission. But, if a candidate's employer cancels his visa and he has exited the country, he will need to go for a medical examination for processing of his new RP when he comes back to work for a new sponsor. This will depend on the kind of NOC that the candidate has.

My husband had a full medical check-up when he transferred to another company/sponsor, one of the requirements in a government company.
