Under-skilled expats blamed for low output rate in Qatar
A study has expressed concern over the declining productivity rates in Qatar, pointing out that the low man-hour output constitutes a major challenge to sustainable development in the country.
The study, which was issued by the Population Committee at the General Secretariat for Development Planning, said the average productivity per hour in Qatar had declined from 4.8% between 1990 and 2000 to 1.8% between 2000 and 2007, which the study blamed on the labour market policy.
“This is very low compared to what has been achieved by China (10.1%), Bahrain (5.13%), India (4.1%) and Oman (4.18%) in 2007,” the study said, citing findings of a report issued by the Conference Board, an international business and research organisation.
The study held the large numbers of the under-skilled expatriate workforce responsible for the low output per hour experienced by the country.
“What is alarming is that over half of the expatriate workforce (55.9%) are either uneducated or below secondary education level,” the study said.

You've got the point Vperez... should not blamed it to expat workers. In the 1st place they should upgrade their hiring system... screen the applicants, hire the qualified and give the right compensation and benefits. But what i observed is the other way, they are hiring the unskilled and uneducated workers coz they want to pay them less and save money...
do u think this study is fair enough with you? Because in my perspective although me & you do not belong to the unskilled labor force as what they mean here, the word 'expatriates' generally covers almost all foreign workers here and comprise the workforce of Qatar. Blaming expats not fair though.

They didn't say anything about corruption right.
Chuck in corruption as well and that also affects productivity... look at the roads for example...
@ angel16...FYI,there are unqualified people of almost EVERY major nationality in this country doing jobs they've never done in their live in postions of authority & who've got those jobs by means other than the fact that they actually deserve it,don't know which expat group you're referring to here but irrespective of that,what you should be saying is remove ALL unskilled/unqualified people IRRESPECTIVE of nationality...
they must reduce them,or remove those unskilled workers...

It is the expatriates, however it's the locals fault for hiring uneducated, inexperienced expatriates and paying them nothing and not demanding that they get proper training before they throw them out onto construction sites. You get what you pay for is all I say.

Depends upon what they were producing (construction wise) between 1990 and 2000. I hear all the major developments here are fairly recent.
Pay skilled workforce decent salaries. Invest in training programs. Don't overwork and underpay them. Use incentives and show them appreciation. Give them proper accomodation and allowances so they can eat enough to be able to work properly... and I could go on and on here.
It would be nice to see how Qatar would do with local people only doing all the jobs for a year. Can a country go bankrupt? If not the case, it can sure be CHAOS!

I mean how does a mnhour output of a road surfacer compare to one of a manufacturing plant worker in China ?
I was still half asleep but realized it needed some clarification.
Actually I think Qatar is fortunate that even in cases where people are paid peanuts and have horrible living conditions, most still do their jobs pretty well. I guess it is not as much "output" as you would get with slaves, though... :-/

and deserve what you get. If you don't pay enough and provide good working and living conditions to attract and retain excellent employees then that is where the blame should be put.

the development history of Middle East countries shuld also be written with the sweat, tears & blood of expatriate labour. ( I used the word "also" ) .
let us think, how the home countries of these expatriates function.
whether it is India, Pakistan, Bangladesh....... to UK or US.. take any nation, the nationals in those countries were involved in the jobs "A" to "Z" grades.
let us imagine a scenario - where all the expatriates are driven back home. How these countries will survive ? Do these nationals really "work" ?

That's not Qatar's problem. Jobs for their citizens comes first.
The economies of the countries supplying the labour would be negatively affected..

They should nationalise the labour jobs and then the productivity will go up.
MAybe if the random 1 or two locals would spend more than a few hours a week in there workplace this may go up.

Gica, 'educated' expatriates can do both at the same time. It's the undereducated who can only either do QL or do their work!
There are a lot of educated expatriates but they are loosing time on QL. MOD, just for test, close the site during normal working hours and than will check the productivity again! :)
are they referring to the Sponsorship system here in Qatar??

Why should expats be motivated and productive? It's not their country, they can't get citizenship. If Qatar wants to change this, they have to give all civil rights to the expats.
