Web based business in Qatar

I am interested in starting a web based business in qatar. It is a site used to promote real estate, and other luxury items for sale in qatar.
Know I know that Qatar law states that certain business industries in Qatar must have a 49/51% Qatari share.
Does this apply to my situation aswell?
Where would one go for legal advice on this and how would I find a Qatari partner if needed? should I approach someone at my bank?

I'm not a lawyer, but there's no reason to lumber yourself with the ownership rules for a web business. Use a US-based webserver and a South African (from your profile) bank account. So long as you have no physical presence for the business in Qatar, you won't need to find a local partner.

A web based business is a virtual business, if you do not need phisical presence in Qatar or any invoicing to be made in Qatar then you can set your businesss from anywhere in the world, other wise you need a Qatri partner with 51% share
